English Councils Plan to Sell Off Social Clubs and Leisure Facilities to Balance Books

According to a new study of local authorities, UK councils are preparing to offload social clubs, athletic facilities, and retail spaces as they rely on a fire sale of assets to stabilize finances.

Growing Financial Challenges Drive Asset Sales

A coalition of councils representing second-tier cities in the UK stated that six out of ten of local authorities are intending to sell assets to meet the rising costs of social services for vulnerable individuals.

Councils have previously come under fire for disposing of playing fields and open spaces to shore up their budgets, but they argue they must proceed to generate essential revenue from asset sales or face insolvency.

This coalition noted that a high proportion of councils attempting to generate funds from a quick sale of holdings marked “a clear change from 2024, when the majority (60%) of municipal officials said they would focus on service redesigns and using savings to manage growing fiscal pressures.”

Detailed Cases of Planned Disposals

Medway Council in Kent said its asset disposal plan featured the disposal of a retail complex in a local town and a community venue in another town to raise 20 million pounds over five years.

  • A local golf course and business parks held in two English counties, which all provide rental income for the authority, will additionally be disposed of under the strategy.

Local Levy Increases and Wider Financial Pressures

This research of councils in the coalition, which covers several urban centers, also found that more than 70% of authorities will have to raise council taxes next April to cover the growing cost of essential services, higher levels of homelessness, and a longstanding accommodation deficit.

Medway council explained it will proceed with asset sales after steep rises in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are adopting creative strategies but certain measures take time to achieve both better provisions and cost efficiency,” stated Vince Maple.

He continued: “We face demographic pressures which will persist to add to the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Trends and Projections

A survey of regional authorities this week also found council budgets being stretched by the increasing figures of young people and older individuals needing Send support.

A network of councils said that local shortfalls will reach 4.4 billion pounds a year by 2029, as they grapple to cope with rising needs.

Ministers have delayed scheduled changes to the Send system until the coming year after a policy document outlining those changes was recently delayed.

Disadvantage and Funding Shortfalls

According to the latest indices of deprivation (IMD) covering UK local authorities, several key cities members were among the most deprived in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 across the country under the latest deprivation indices,” said the report.

“Although only one key city is in the top 10 for disadvantaged communities countrywide, cities are much more prone to be in the worst-off 20% of England. The data highlights the extent of difficulties facing local leaders across key cities in the coming year,” the report concluded.

“Council officials have been clear about the need for a fair and sustainable funding system that accounts for and responds to the actual extent of deprivation and demand,” stated Michael Mordey.

“Lacking this, councils will persist to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the disadvantage of their communities.”

A fifth of councils have reduced or weakened social care provision in the past 12 months, the study found.
